( he can 'bully pulpit' to a certain extent .. and try to impress upon Congress how grave the situation ... but, in the end, he has no physical mechanism. and virtually everyone is aware of this. )

(15,639 posts)and, yes - disappointing as it may be, a 'strongly worded letter' IS about the extent of it. Sorry that the answer is dissatisfying - but ... Doesn't really change the facts.
