It was a cloture vote with an empty promise that Republicans will allow a vote on a Democratic amendment but Democrats had to promise to vote for the bill if the amendment passes or not. The Democratic Party's negotiation skills suck.
In exchange for a vote on the amendment, Democrats involved in negotiations said they have committed to support the GENIUS Act even if the amendment fails, according to multiple sources familiar with the talks.
This sounds a lot like the CR cloture vote.

About all out of fucks to give. My frustration has peaked. The god-damned GENIUS Act is essentially is a fucking gift to billionaires and specifically the Mango Mussolini. If the crypto industry supports it you can be sure it doesn't regulate shit and has more holes than swiss cheese and more loopholes than a hot wheels track.
Why do we keep doing this to ourselves. It also makes what Booker did, just a couple weeks ago, seems performative and hollow.
