Rioters, thieves, robbers, instigators on the right and the left have all been masked up since the mid 2000-teens. LEO does it because they're afraid to face their communities in Wal-Mart on the weekends. Some of those officers are legitimately covered because they are involved in undercover operations that require them to hide their identity. As for the rest? Yeah, they know they will be found off-duty, after hours, and confronted with their families in the streets of their communities.....

but I do think of the Beijing gay men's chorus which performed at GALA in 2016. They performed in masks to protect their identities from Chinese authorities. They did remove the masks for one number at GALA which was a very beautiful moment.
