they didn't have favoritism in mind, it was supposed to be for someone innocent that was put in jail wrongly.

What reason for the pardons? No doubt he accepted something in exchange.
AND here we are having to pay a greater portion of our tax dollars for debt service.
When it could easily be handled by the top Five percenters.
