Notice the FRAMING the regime is now using, particularly "migrant riots"

"migrant riots": It's a way to dismiss the opposition, especially among racists and racist-adjacent people. That way they pretend that "real people" support the Mango Mussolini, that no "real people" oppose him.

"migrant invasion": LA does not need to be or want to be "freed" from the "invasion". The economy was humming with the "invasion". There were no whiteys displaced by the "invasion", no jobs lost, only jobs created. California has the largest economy by far in the US for a reason: it works, not in spite of taxes and "invasions" but because of taxes and a vibrant job force.

The only invasion is the deployment of Guard and Marines.

Technically it is the name. But they can call it the omnibus bill, the unitary bill, the kitchen sink bill, the catch-all bill, the budget bill, the budget+ bill, ....
