and it is from SCOTUS Brandeis

Justice Louis Brandeis was a prominent figure in American legal history, known for his progressive views and strong defense of individual liberties. He famously stated, "The most important office is that of the private citizen," emphasizing civic engagement. His work also emphasized the importance of free speech and assembly as crucial tools for discovering truth and combating harmful speech.

And Newsom acknowledged that just before he stated the quote.
