That’s what President Obama used to bomb and drone the hell out of several different countries and what Piss used to kill the Iranian general in his first term. War wasn’t declared on any of the countries involved.

The laws passed after 9/11 pretty much allow the President to bomb whomever they want, whenever they want as long as they can loosely connect the reasons to “terrorism” or “self-defense”.

Piss can do whatever he wants here. Doesn’t need a formal declaration of war.
