The Supreme Court's third decision of the day UPHOLDS the Universal Service Fund—which provides phone and internet access to poor and rural areas—by a 6–3 vote, holding that it does NOT violate the non-delegation doctrine. Writing for the court in FCC v. Consumers' Research, Kagan holds that "no impermissible transfer of authority
has occurred" in the creation of the Universal Service Fund, so subsidized phone/internet program may continue. Gorsuch dissents, with Thomas and Alito.
