From what I've been able to find out it appears that this provision was still in the Senate version of the bill. I'm not a lawyer so I'm not sure I understand when the summary says " Specifically, if no security was given when the injunction or order was issued, the citation of contempt may not be enforced."
What is security? How is it given? What do judges do to "give security" when they place injunctions or give an order?

(2,671 posts)The move has been to prevent anyone without substantial resources from filing suit. This allows Trump to treat executive orders like they are laws and the courts can't put a stop on it unless security has been paid.
I'm sure someone here can explain it much better
