The cuts would be about 4% and won't take effect until 2027 at the earliest.

trump cut taxes on wealthy, and a tiny bit for others. Whether they will this time, is up in air.

I'd be disappointed if Democrats aren't working on it.

The Medicaid cuts are pretty straight forward, cutting federal funds given to the states for medicaid, forcing states to pick up the slack, which most can't or won't do. The cuts to Medicare are a bit indirect. With the bill adding 3.3 trillion to our debt, it will automatically trigger the 2010 PAYGO act, which forces a 4% funding cut on several government programs, including Medicare.

The budget sequestration act of 2010 causes automatic across the board cuts to several non-protected programs with Medicare being one of them. Those cuts take effect if the budget deficit blows up beyond a certain point. The Republiklans just blew up the budget by giving unneeded billionaire tax breaks. Since the budget deficit is well above the threshold for those cuts, they will kick in this next year and pretty much devastate Medicare with humongous cuts automatically applied.
