So how is the average person supposed to distinguish between ICE and a kidnapper?

They are not required to wear uniforms or name tags. They are not required to show their faces. They are not required to have a warrant. And people are supposed to cooperate with this?

My first thought would be that I am about to be the victim of a crime - kidnapping, rape, violence, torture, or murder. What are people supposed to think? I would resist in every way possible.
