Senator Tommy Tuberville delayed hundreds of Biden's military promotions for 10 months, starting in February and ending in December 2023. His hold was a protest against a Pentagon policy that provides leave and travel reimbursement for service members and dependents seeking abortions or fertility care.
This blanket hold impacted around 450 military nominations, including those for high-ranking positions like the Marine Commandant.
While the Government Accountability Office (GAO) found no evidence that the hold impacted military readiness at the unit level, it did cause challenges for military families, such as delayed moves and difficulty enrolling children in schools.
Facing pressure from both sides of the aisle, Tuberville eventually lifted his hold on most of the promotions in December 2023, though he maintained holds on a few four-star general nominees. The Senate subsequently confirmed about 425 military officers.

Tuberville didnt actually block a single nominee, he introduced delay, he knew bringing up each individual nominee would burn precious floor time and crowd out everything else off the agenda.
Nothing can stop a determined majority from confirming a nominee.

Not with judicial nominees....Tuberville's hold was with US military GO level promotions.
