breaking on CNN. Yet he was able to buy guns and held a concealed carry permit? He was able to bring an AR-15 across the country and murder people in a state with laws against such weapons?

Looks like the old "mental health" excuse means nothing if some states are just going to hand out access to guns like candy. WE NEED FEDERAL GUN CONTROL NOW!!!!!

And was not renewed. Perhaps his mental health issues had something to do with the permit not renewed after his psychiatric hold.

You cannot walk into a gun store with an out-of-state and buy a firearm....The 4473 is a FEDERAL form.

It's called a BATFE form 4473 with NICS background check that is required when purchasing the firearm from the dealer. Taking it from Nevada to another state can be done by anyone.

The "lower part of the gun", IS the gun....The AR15 lower receiver is the serialized portion of the firearm.

All of the rest of the pieces are simple parts that you can buy on Amazon or Ebay.

If you decided today that you wanted to build your own AR15 from scratch, the lower receiver is considered the firearm. It has a serial number, requires a BATFE form 4473 to be completed with NICS background check. Most of the rest of it can be bought on Ebay or anywhere really because the rest of the "parts" are not the gun...The lower is the gun.
