and he signed some stupid EO about cities clearing out homeless people mostly to institutions for treatment I guess whether they need treatment or not. Putting people in institutions en masse always works out huh?

8. Yeah, I figured there had to be some major incentive

to get so many people to do such a horrible job, but I didn't think it was as much as a $50,000 sign-on bonus. I am sure there are other incentives as well, perhaps regarding how many people they detain.
