First of all, Mamdani has addressed the "defund the police" bit, and has said he does not support defunding the police.

And second: Let's suppose the city budget for the NYPD were doubled. How would that have stopped the shooting? This was a mentally unstable man who may or may not have had CTE, and apparently blamed the NFL for it (despite the fact that he never played for the NFL, and only played football in high school), who drive 2,500 miles to carry out the shooting. He parked close to the building at a time of day when there wouldn't have been many people out and about on the streets, and so was apparently not observed (except by surveillance cameras) carrying the rifle into the building. How would more money spent on policing have prevented this? Answer: it wouldn't have!

On the date of the mass shooting in NYC (Park Avenue), Eric Adams was the city's mayor. Police were fully funded. A police officer was the guard of the building. And four people still died. All that protection meant nothing.

The issue is that a man with certified mental health issues used a strawman to buy a weapon (AK-15) which may or may not have been sold to him directly.
