A Census costs billions, and takes hundreds of thousands of temporary workers to complete.

The courts and congress will have something to say about that.

Even if started today, the census results wouldn’t be ready to report until after the midterms, and making changes to Electoral votes and congressional seats before 2028 would still be a stretch.
