3. Yes. Wrong guy.

Not only was it a mistaken arrest, they came in armed for WW3 in front of a school during lunch hour and grabbed the first black guy they saw.
They were looking for a teenager that had stolen shoes. They arrive ready to shoot whomever makes a move.
