(and someone please correct me if I'm wrong), I believe that it is also prohibited for him to activate them for domestic law enforcement operations. There are some exceptions in that rule that I believe he is stretching beyond their limits in doing this though. I would be interested in seeing if this action can survive a legal challenge (which I am pretty sure will be coming very shortly).

A cousin of mine attended the US Military Academy, retired with a full pension, went to med school on the taxpayers' dime, and swore an oath to protect and defend the Constitution. That was not within her purview to do so.
