Do not interfere - it's illegal.DO bear Witness! They worked up a rapid reesponse group in each area.
So, when someone sees unmarked cars w masked men getting out; they send out a call for people to gather, and witness.
To keep the evidence that these events are Abnormal, and Illegal!
