CA5 affirms lower court finding that Louisiana's maps violated the Section 2 of the Voting Rights Act.

The panel (Clinton/Normie GWB/Biden) also rejects args that VRA2 is unconstitutional.

SCOTUS has already teed up another LA case to say otherwise.
