The US has clusters of cities. Poor people often find themselves

in small cities near big ones. In Canada we have often amalgamated our clusters into big metropolitan areas. That way there is money from the richer parts to mitigate poverty and crime in the former crime ridden parts. It doesn't stop things like drug addiction areas and crime there but it mitigated crime in neighborhoods.
