The suffix "tard" comes from the offensive "R" word. Tacking it onto a word is a reference to the offensive term used as a weapon against people with intellectual and developmental disabilities.

It's like the use of "house n_____" as a synonym for toadie or sycophant. It doesn't make the unshielded n-word more acceptable simply by being prepended with a common word like "house".
