How many US presidents have said that?
Ronald Reagan made it a prominent part of his rhetoric, particularly during the hostage crises of the 1980s. During a news conference in 1985, he stated that the U.S. would "never make concessions to terrorists" because doing so would "only invite more terrorism."
Of course It turns out that Reagan had secretly sold arms to Iran, a state sponsor of terrorism, with the alleged goal of securing the release of American hostages held by Hezbollah in Lebanon.
Bill Clinton adhered to the policy of not negotiating with terrorists and not paying ransom. However, he granted a visa to Gerry Adams, the leader of the political wing of the Irish Republican Army (IRA), which was on the U.S. State Department's terror list at the time. But it was an important part of the Northern Ireland peace process.
George W. Bush took a very firm stance against negotiating with terrorists or state sponsors of it. He declared that the U.S. would not allow terrorists to "develop new home bases" and would "act preemptively" to defend itself. His rhetoric and actions, such as the invasion of Afghanistan and Iraq, were based on the idea of not cowering to threats and dismantling terrorist organizations by force.
Barack Obama maintained the official policy of not negotiating with terrorists or paying ransoms for hostages. However, in 2014 he exchanged Sgt. Bowe Bergdahl, an American soldier held by the Taliban, for five Taliban detainees. This was clearly a prisoner exchange,
Donald Trump has publicly stated his policy is to not negotiate with terrorists. He often publicly takes a hardline approach and emphasizes military action as the primary tool for dealing with terrorist threats.
But now Trump is negotiating with a terrorist who is holding 26,000 kids hostage!
The forced deportation and "re-education" of Ukrainian children by Russian forces is a widely documented and condemned atrocity, with Ukrainian officials and international bodies like the International Criminal Court (ICC) having documented thousands of cases. The ICC has even issued arrest warrants for Russian President Vladimir Putin and his commissioner for children's rights, Maria Lvova-Belova, for the "unlawful deportation" of these children.
Trump is so self-centered that I'll be shocked if he even brings the 26,000 kids up without being questioned about it directly.

(28,220 posts)where they're trained to hate Ukraine and become soldiers for russia. Some are sent to "adoptive" homes, many of which, I believe are paid to take them, and are probably abusive. It's likely that many of them are simply trafficked.
A small number have returned to Ukraine but the vast majority haven't and are difficult to impossible to trace as they're given new names and changed birth dates.
This is Nazi level stuff (and yes, the Nazis stole Slavic children that looked "Aryan" and erased their identities).
