You work out details through each party’s diplomatic channels and then the principles meet to do a whole ceremony thing and sign it. The fact that that one of the nations IN the war was not present made the whole thing futile. The EU, who’ve contributed twice as much aid as the US, weren’t at least part of the negotiations (which there were none) again made the whole thing a stupid futile effort.

Putin got a win just by appearing with the POTUS let alone being on US soil.
