I figured out why he went on the roof.
He's going to build a golden dome over the roof, a la Russia and their cathedral onion domes. Those are beautiful architectual structures, and will unite Washington with Moscow. It's a tribute to Putin, a gift from Putin's most adoring subject!
I understand that those Moscow domes are within range of Ukraine's missile assets. You never know what you've got til it's gone.
