during Biden's term it failed in the Senate because of the filibuster (60 votes).

We can thank our dumbass Senators Joe Manchin and Kyrsten Sinema for this BS.

Had this passed we might be in a different political environment than today because it now allows the states to do as they please without "pre-clearance"

White America (GOP) will not give up power willingly, and they stick together no matter the issue.
