If a foreign tourist sees troops in DC....

Are they going to think

"hey lets go to dc it must be safe with all those troops!"

or
"what the hell is going in DC that they need the military roaming the streets? Am I gonna plan a trip there now and spend money and support local businesses when it looks like North Korea?"

But mostly I'd assume that if they have a choice -- a refundable reservation, or one that if forfeited is still less than hiring a US lawyer in the event one is abducted -- they are not coming to the US. Too often people who are stopped but released by ICE have their documents stolen.

Took the family on a 2 1/2 week trip to Europe 2016. Went to London, Paris and then Milan. France was hosting the 2016 European championship. While we were in London there was a terrorist incident in a French town that was hosting a game. Even when I was in Paris the stadium there I recalled had an incident but they did not overreact. Only thing I saw was around the major sites you would see 2-3 soldiers walking around with guns on a predetermined route. But that was it. Nothing like you are seeing in DC or these other cities.
