She went from a Low to a Camp

She's be just as easy to "get" in either facility, as both are open dorms and provide easy access for such things. If anything, the inmates would be more prone to violence in the Low she came from. People in Camps are very close to their release dates, and generally not willing to risk messing that up.

Her presence there, with her charges and so much time remaining on her sentence, is quite an anomaly. If anything, resentment and jealousy about that could pose as some risk to her safety. But Camp inmates pretty much bide their short remaining time trying to stay out of trouble, lest they catch another charge or lose their Good Time, and get bumped back up to a higher security facility.
