It used to be for outdoors and windy days almost exclusively. The hat started showing up noticeably more often (calm days, indoors, even at night) right about the same time as the canckles and the makeup on the back of his hand could no longer be hidden. And the new, far less impressive and less concealing hairdo, that showed up.

He’s famously done that hair himself for decades so what changed?

He can’t hold his arms up long enough to do it anymore.
