You need probable cause to go in front of a judge to get a search warrant.

That is, evidence. Documents, sworn testimony, etc.

The judges in both D.C. and Maryland issued those search warrants to enter the residence and office of John Bolton.

If it's found that probable cause was manufactured, falsified, etc., I hope Bolton spends the rest of his life going after the DOJ. Let alone, if they get an indictment from a grand jury.
