home country/citizenship -- barred by court order
previous country of residence -- barred by court order
where you said you wanted to go if the first two didn't work, but it's a one-shot deal and it's not clear to me that everybody designates a fall-back destination
anybody'll that'll take you, dealer's choice

It says 'may'. Hopefully this means it's scare tactics as opposed to 'they are going to'. I would not trust Fox News to report anything honestly.

As an aside I would expect the Baltimore ICE office to be swarmed by at least 20K people if this threat is still 'a thing' come Monday. I would hope for more like 200,000 people. This would be a VERY obvious place for the public to let their feelings be known. If he's lucky, there's no way to land a helicopter on the roof of the building.

They're also telling him to report to ICE on Monday, but deporation might occur no earlier than 72 hours from the order, absent weekends.
