You take some established wisdom, make an educated guess, make your pitch and see if it resonates, if not try another. Rinse, repeat, until something sticks. repubs do this all the time, remember when the big scare was critical race theory? I think that didn't play as well, maybe it sounded a little too overtly racist having race explicitly spelled out, but then they switched it out to DEI, it sounds less racist, and can include trans. They seem to have settled on this being the effective angle for them. They decided that by the responses they got, Just like advertising works.

And what works on those groups may be different from what engages and educates the nonvoting one third.
