Yes he did

Here is the document from his immigration hearing. His asylum claim was denied and his application under CAT guidelines (Convention Against Torture) was also denied. His application for Withholding or Removal was granted, but the document actually states he can't be deported to Guatemala, not El Salvador. He is not protected from being deported anywhere else.
