to command his troops to sweep the streets and pick up garbage?
A lot of people joined the Guard to avoid the draft (and a lot found other ways).
It might have been fitting for those who joined, not for patriotism, but to avoid the draft. In later years, being in the Guard did not get one out of active service as many Guard troops honorably served in Iraq and Afghanistan.
