4. Turnip is convinced he's the best deal-maker in the world, and can convince anyone to do a deal.

He is constitutionally incapable of recognizing that not everyone wants a "deal". They want the rest of the world to stand aside and do nothing -- or at least nothing effective -- while they wreak their evil on all the victims they want. They will never "do a deal" because no deal except agreeing to do nothing will ever give them what they want. Turnip is doing nothing anyway but he can't sign an actual agreement that says he's going to stay out of the way until they're done. Even he understands that would work out badly for him. He'll just let them finish and then claim credit for "solving" the problem.
