I'd advise against that, just to avoid the confrontation between Americans

...Trump will likely overreach and Illinois will have to look to the courts to restore or assert the primacy of the state in military deployments.

The caution for the governor would be the likely claim of an 'emergency' by the administration along the lines of the one they're operating under with their immigration raids. That's likely why they included that element in the planned invasion and occupation of Illinois.

The 'emergencies' have yet to be directly addressed by any court, but there's an air of compliance and complicity in the courts, especially the Supreme Court, so he's going to need to bend, at least initially.

The LA decision isn't much cover because that judge limited the ruling to LA, and left 300 troops in place, essentially telling them to behave in the future.
