First thing they must do is cancel the celebrations, do not give these thugs the opportunity to do anything,
next year, when things change, and I believe they will change, they can resume them.
Best thing is to keep everyone away from the thugs, have watch groups who can advice where they are, if the thigs f=go this way, then everyone leave, or go the other way, keep them guessing, but don't allow them to commit their crimes.
