Burned out houses have no faucets, so water just flows, which means less water further down the line. Multiply by the number of burned out houses on the water line and there isn't much getting to the hydrant on the corner.

And yes, he only knows a little about big buildings that are required to have sprinklers. He knows zilch about houses.

He ordered the water gates opened in the reservoirs but had no idea where that water would go. He needs adult supervision and no power over anything because he is an imbecile who gets off just giving orders.
