How should Democrats deal with the "Hedonic Treadmill" effect of policy?

I'm using the Hedonic Treadmill in the sense that no matter what Democrat policy improves the lives of people, the positive effects wear off.

People no longer experience the real negatives of an unvaccinated society and start fondly remembering the past as it never was,
Give people more access to healthcare and the positive effect wears. off.
Or more housing.
Or more access to food.

I'd even predict there could be more and more resurgence of smoking as there are fewer people suffering from related illnesses.

Although the views are more complicated on abortion, I'd argue a lot of people didn't know they needed pro-choice after a long period where it was at least more available.

So, how do we keep people "woke" and not falling asleep? (I like using "woke" as conservatives trying to make it a dirty word_ F... them.) I'm my opinion, this is always going to happen, and we could use some proactive methods to help prevent it.
