People watch a lot of movies and think that's not that impressive when you've got movies talking about 1000 yard shots on the regular. But 200 yards is an impressive shot for a near head shot. Deer hunters will talk about making 100 yard shots all the time, but they're usually from a tree stand and more like 50 yards.

The thing about 200 yards is you're far enough away that no one is going to think to look, mostly people heard a shot and are looking in their general vicinity, but 200 yards is a few blocks away. The coming investigation will reveal how skilled this shooter was or wasn't. Did they disassemble their gun and change clothes on the way out of the building they were on? Did they scout cameras before hand? What was their escape plan? Could be some amateur who just hit a lucky shot in lucky conditions, but I would lean towards someone with sniper training.
