He stops to pick up something he dropped after jumping off the roof. He is in a half run then slows to a walk when the car comes up out of the parking lot.

The surveillance cameras panned really effectively to follow the figure as it jumped down and ran from the building. It's unlikely the video would have been recorded live like that.
