Plenty of people are rightly puzzled by what amounts to the highest civilian honors for ck.

Apparently, t, his two boys and j.d were all close friends with ck.
Heard it mentioned briefly on NPR today.

The Dotard treats every institution under his control as POTUS as his personal property, including award distribution. The man has never understood the words duty or responsibility. He knows no other way of behaving than the perpetual boorishness on display.

IMO, this award bestowment is the least puzzling aspect of the entire Kirk shooting matter.
