OK, wait, back up a second...reality check time...are TAXPAYERS footing the bill for burying Chucky?

I'm reading about the funeral on 9/21 and spotted this little detail:

...when used for non-official purposes, the official (in this case, Vance) or the party (Republican) has to pay the government back based on the cost of chartering a similar plane.
