I remember back in the day that I would tell speech classes that certain speeches were so important that they were read. Chiefly among them was a presidential speech. Back at that time, Clinton began diverting from the written speech with a few comments here and there. This was considered troublesome.

Another type of speech that is read is when there are legal implications. Example: product tampering. A company CEO would be very careful to read the speech. Litigation of course.
