That means "self over all" as far as aquiring information. He is a mix of stupid and cunning. Street smart is right.
I warned people starting in June 2015 that he was the front runner. Nearly everyone laughed in disbelief, including educated GOP supporters. I juat knew when I heard his second campaign speech.
