It is a phrase that is almost universally applicable to any maga or Con attempt to gaslight Democratic / progressive / liberal behaviour. You can sometimes barb it a bit with "That's a low bar."

without bogging down in abstract terms and concepts like projection, hypocrisy. It grabs the energy and puts them back on their heels leaving them exposed and unable to answer because there is no answer. It's the truth.
