to declare he's unable to act as president. Vance would be happy to do it but he doesn't dare for fear of losing the MAGA base for when he wants to run on his own. The cabinet secretaries won't do it because they fear being sacked by Vance so he can install his own people.

I suggest you read that amendment again. Understanding how things actually work is important.
