...we can easily envision 10% which still leaves a pretty big hole in the local budget.
Then, into the future, higher premiums.
This will definitely impact the citizens whether through higher taxes or reduced services.
The money has to come from somewhere.
If your "multimillion" is right, that makes it worse.
