Are fighting the wrong fight. Yes, healthcare is important but and here is the key point: even if they win and get the legislation they want Mango Mussolini can just say "nevermind, I'm not doing that" and refuse to use that money or just reallocate it to something else like (frozen water).

That's not hyperbolic. He is literally doing it right now.
At this point there is absolutely NOTHING to guarantee that any appropriations go anywhere they are actually intended to go by law.
If the president and his sycophants can just move or cancel funding anytime they want, why exactly does Congress even exist? Especially if they are not going to do anything about it.

That is the point. There is a MUCH easier sell in my mind: The president is subverting the will of Congress and the Constitution. Now he doesn't even have to reallocate funds, his workaround is just to bully Republicans to rubber-stamp his demands. That is even worse.

Yes there are lots of lawsuits but the courts are drowning in lawsuits against this administration is basically just riding them out until they get to SCOTUS and having it almost always go in his favor (see latest with his ability to withhold foreign aid).
The ability of a president to just withhold or reallocate funds like this is incredibly dangerous behavior that would leave individual members beholden to a president for funding in their districts and essentially make the whole point of Congress...well...pointless.

It's absolutely true, but I think, "Your healthcare costs will skyrocket, and he lied when he promised us the Epstein file" is more grasp-able.

And I understand that perspective.
My point was more a cart-horse thing.
Even if they get concessions from Republicans and it's signed into law. Everyone will clap and pat themselves on the back and so on.
Mango Mussolini can just say "nevermind" and just not do it. Sure, people will complain and maybe even sue but so what? SCOTUS has already shown they will let him ignore appropriations all he wants.
Frankly, it's hard for me to understand why Congress exist at all. Republicans are essentially a rubber-stamp.
