"Arresting people for their own safety".

I heard one of their trained chimps say that was their policy in the streets. I thought bout that.

I assume that means they can kick your door in and take everyone to the floor while they slap the cuffs on. Then you can lay on your belly while they search for something to charge you for or find someone without papers proving who they are. If you're clear they can release you without false arrest or unlawful detainment issues. Then on to the next address.

Not normal.
